It's a scam where they're going to be given "volunteer work" that revolves around them drinking Starbucks, sitting around a table with other "volunteers" and talking about what's the best way for everybody else to keep society afloat.

Being a volunteer firefighter probably has more room for career growth than whatever it is that a second job has. It's just that its hard manual labor so most people will drop it the second they get into the field, or even pick up some equipment let alone put it on.
