The thing was, there wasnt a 'rebel army to join'. Basically one anon could shoot up a walmart to make a 15 minute stink, attempt an assassination on a replaceable bureaucrate, or endure and try to build am army in secret.
No one will join an army without C2, comms, battle tracking, logistics, morale that says "we can and will win". So the question isn't "why don't anons rebel" its really "what can anons do that wins" and that answer is a decades long 1 - 10+ KDR against the government with 1M+ casualties on the rebel side. That is hard to get people to join id imagine. Securing international support for logistic for pkm/kord/strella/igla is also probably pretty hard even though Russia said they would back American rebels.
But even then, people im sure were being forced to calculate it, because of covid tyranny. Id imagine those people are now primarily concerned with ww3, which i am (i work in defense).
This is just my logical assumptions of what happened. I know there are serious people who can make war, as they do for the state already. They know the answers to these questions, and they were motivated to solve them. The desire disappeared i guess, or its paused until during/after ww3. Or maybe trump satisfied them completely.
