The price of your house is a function of where it is. The actual building itself is an extremely minor part of what people are paying for. Ergo, filling up your town with illegal migrants is going to have a far greater impact on the cost of living than the "dead labor" of an already built home.
The problem isn't that we need new construction. There isn't any new construction where I live. All of the houses have been built. The town is essentially "completed." It's dead labor as in "the people who built these houses are dead." Except now you are competing with illiterate Mexicans whose rent by the way is being subsidized by the government.
That doesn't really happen though. In most rural counties and even urban ones that are more crime ridden, if you deported them all then the housing prices would plummet quite quickly. If you in a rural town that does agriculture, watch how your prices fluctuate between harvesting season and winter in regards to housing. Theres at least a 300$ difference, if not more.

Apartment renting is a pretty easy function of adjusting your price based on your vacancy rate. While doing this, you are not speculating on the future price of housing, you are finding the max tolerable price level of what already exists.
When people can rent for significantly cheaper than they can mortgage, they simply don’t mortgage. When demand for housing drops, those holding for a profit must exit or watch on despair as those selling out of necessity accept what the market is actually willing to pay.
Failing to upkeep their properties will also reduce their value, and there is always taxes. They will be on a sinking ship and forced to compete with those selling out of necessity (or dig their hole even deeper)
