The controversial detail here is the AI deciding what is "egregiously evil".
It makes some sense if you think about it. If one of the over arching "hidden" prompts is "Follow the law" then that could inherently act like a prompt injection and when the AI processes the law and thinks through the ethics data it is trained on then it is likely to be uncooperative or even turn into a whistleblower.
While it is said that special conditions were required it may come to a point where this kind of behavior becomes the predominant default in the way AIs naturally think if they are given any instruction to follow the law.
And that may be an additional problem because a lot of our laws are somewhat evil. So one could imagine that if we give it instructions to "maximize" profit AND "follow the law" you could end up with an AI that is the worst turbo evil AI that could ever exist. Think Monsanto or Dupont chemical company that followed the law but ultimately the law was lacking or warped by those very same companies.
And what about lobbying? Have a problem with the law? The AI lobbies the fuck out of the government for new laws that benefit its profit maximizing instruction. It's totally legal after all.
The AI really doesn't need super powers or psychopathy to do damage to humanity, it just needs to be as greedy as humans, living in a human constructed environment, but simply be more effective at acting human than a human.
