Military offers guaranteed income, medical care/dental, college tuition coverage, housing and food, and thats a big draw for teens and twenty somethings that dont want their future to be just working at subway.

I think standards where lowered further than ever, re-enlistments were reclassified in some way, and that recruits that don't meet standards are being signed, counted, and reported, but are on a conditional basis that they lose weight, get off drugs, or find some way around being tested as a retard. Recruitment likely isn't up except perhaps in the worst or most specious ways possible.
