Common Core math uses slower mechanics that are meant to allow the child to "understand" the process of what is happening, compared to just rote memorization of tables and formulas. Unfortunately, all these tests are timed, so slower and more methodical strategies are going to do poorly on tests, obviously.

Education is like many other fields of academia where there isn't that much low hanging fruit left to write PhDs about, but people need to write them anyways and so strange ideas flow down from the cathedral to implementation where actual humans (kids) may be harmed by the ideological stupidity imposed upon them. Unfortunately when lots of "good ideas" get tested academically it's by the teachers who are real go-getters and thoroughly on top of their discipline and keen on whatever the new topic is and how they can personally improve learning while applying it.
