the fundamental problem is that old people would suffer. if there isn't a booming economy of young people to subsidize old people then old people will face worse circumstances.

the solution every western economy decided on was to surge the younger generations with mass immigration to temporarily relieve the financial pressures of old people. this creates the same problem when those people get older but they don't care about that. and their solution would be more surges of mass immigration. this also suppresses wages and pumps up economic activity.

no western country decided to just let old people suffer and let the system stabilize after a few generations. they all did this same gameplan. they would rather destroy every civilization than let this happen.

whether or not japan will do the same thing remains to be seen. but you can already see the institutional pressures really really really want them to just open the floodgates of mass immigration like everybody else.
