Caracals are usually lone animals and their instinct is to hiss at any other cat or predator that comes by. It may also be play behavior, like exercising their instinct to catch prey and hunt to practice and develop muscle memory.
I recall the owner of one saying it's because they don't know how to 'meow' properly so it's their way of doing so. Idk if that's true tho

Some caracals hiss a lot. Others don't. Hissing doesn't necessarily mean hate and anger for a caracal, but it usually does. Pumba seems especially ill tempered, but his owners only seem to post videos where he's hissing.
Ears are a much better clue to how a caracal feels about you. Very awesome creatures.
Generally speaking, a Caracal's hiss is not the exact same communication as a domestic cat. It's more defensive in nature rather than outright hostility.
Caracal hissing: "Oi! I see you. What are you doing?"
Domestic cat: "I am going to rip your face off!"
It's more "Wut?" and not "KILL!"
It's fun watching these videos as the audience assumes the owner is in actual danger, instead of just a routing interaction.

For domesticated breeds, it depends on how socialized they are at a young age. Cats that don't have playmates as kittens will still play fight and bite, but they always go 100% because they never were checked as kittens by other cats. Likewise, cats that are socialized will play fight but are a lot softer, often claws retracted too.

The one in the OP, Pumba, is definitely being aggressive when he hisses. You can tell because of his other mannerisms like lunging forward with bulging eyes. But hissing really isn't always a sign of aggression for caracals. The noises they can make are really limited. They can only chirp or hiss. They can't make soft meows like cats do. Obviously a happy caracal is going to be chirping more often. But if they're just hissing without any other aggressive movement, they're probably not mad.
