Again, you're willfully ignoring the part where twelve fucking states sued the federal government over these tariffs. The USCIT is the court where this lawsuit was being argued and settled and this is the decision the court came to. The court is doing exactly what Congress created it to do - settle disputes over interpretations of laws and orders relating to US customs and international trade.
