The legislative branch originated in medieval monarchies and it basically had two functions.

1) It had to consent to any increase in taxes so the king couldn't just order new taxes for an unpopular war or to make a golden palace
2) Laws were supposed to be simple customary and unchanging but if laws had to be changed due an emergency the king and the legislature both had to agree the king couldn't just change it himself. They didn't make the laws the king proposed the laws they could say yes or no.

Beyond these two functions the legislative branch isn't competent.

The founders were lawyers and businessmen that didn't want one guy stopping them from doing their bullshit. You can't delegate a committee-style system to operate a fair and honest system. There always has to be one guy, one LEADER, who takes on the responsibility of command, to ensure accountability. The president can be held accountable. But the courts and congress and other federal apparatuses cannot be held accountable. That's a problem, because when something NEEDS to get done you have a bunch of lawyers and other scum stopping you from fixing a problem.

Imagine you have a broken PC and you had to ask permission from 50 other people to fix it, and how to fix it. You know how to fix it but the law says you must fix your PC in this specific way, and everyone gets to put something into it for their own purposes.
