I think there are five major reasons.

The first reason is that Ukraine started the war with a not so weak military (at least, relative to Russia) because Ukraine, like Russia, inherited a large arsenal from the USSR, although not quite as big as Russia's.

The second reason is foreign support, in fuel, munitions, materiel, satellite intelligence, satellite communications, etc.

The third reason is morale. We saw in Afghanistan and Syria what happens when the soldiers are demoralized and the leadership is entirely preoccupied with securing their own exit. The whole state falls like a house of cards.

The fourth reason is that America has invested heavily in offensive tactical aviation, whereas the USSR/Russia invested much more in air defenses and defensive tactical aviation. So Russian aviation got quite easily BTFO'd by Ukraine's Soviet air defenses.

The fifth reason is modern technology. Today there are high-bandwidth communication satellite constellations, super-high-revisit reconnaissance satellite constellations, super-cheap high-quality drones, and large numbers of high-precision tactical ballistic missiles (e.g. GMLRS). No one had this in 2003, especially not Iraq.
