The House will only vote on it when the Speaker tables it.
The Speaker has already declared he will not table it.
Were he to table it, there's a chance it could pass, because the Republican House Majority is razor thin and several of those republicans are not pro-trump. Were it to pass, then the state of emergency would end and there would be nothing more Trump could do (except declare another state of emergency kek) but as long as the Speaker is a staunch trump supporter, the bill will never make it to a vote.
