The cable is draped to the ground as the drone flies. If there are obstructions on the ground, the cable gets caught up in it and the net amount of cable expended per meter sharply increases.
It's for this reason fibre drones are almost exclusively used in open fields, around roads. In urban environments there are so many obstructions that navigation becomes difficult and forests are straight up impassable terrain for them.

And since it's on a coil that will be unwinding slower than the top speed of the drone, there won't be a lot of tension so the majority of that cable will be falling into the trees and snagging everything.
