That means workers need work longer, harder, hours for less pay in environments that are dangerous with assurances given to the investors, owners, and CEOs that the workers don't have protections from their government that would make those conditions problematic to profit. Having H1Bs ready to go, ready to replace is key. It makes the threat of mass strikes and walkoffs less catastrophic.
So creating a poor, desperate, uneducated workforce would be step one since all these high school graduates had it too well and expected too much. A new great depression solves that problem.
