It means that if say an Ambassador from Hungary had a child on US soil that that child would not be a US citizen because they are still under the jurisdiction of Hungary and not the United States.

This is why when a federal judge issues a "deportation order" for an ILLEGAL MIGRANT those deportation orders are almost always for the country they originated from and not to the ones that they passed through on their way to crossing the border illegally in the United States.
