There's actually a lot of fun history about conclaves that were deadlocked, like the one in the late 1200s that lasted for three years and is responsible for a lot of the rules in place today (although there's been long conclaves / rule breaking since). They weren't required to vote and could freeload, especially because at the time, all the cardinals were very much aligned with the great powers in the area and were in no rush to elect popes. It used to be that you needed an unanimous vote, but it became clear that once more cardinals were being added in the following years, it would lead to bad actors and intentional gridlocking. Since then, these are the main rules:
next pope needs 2/3rd backing of all cardinals present
cardinals have 4 rounds of voting per day
cardinals do not receive any church income during the conclave from the start
if no consensus is reached by day 3, cardinals are limited to 1 meal a day rather than 3 (unless sick)
if no consensus is reached by day 5, cardinals are limited to just bread and water (unless sick)
if we're on day 9, the process can be shifted to a simple majority to elect the next pope but it requires a majority to vote and approve it, but this has never been invoked
