I used to do contract work for FEMA and the one thing I learned during my time was that despite having a huge database of scenarios and all sorts of plans and guidebooks the #1 problem by far is that when disasters actually strike the best laid plans fall apart because local leadership is clueless and most organizations waste all their time bickering over who is in charge than actually fixing anything. Throw into that mix beligerant civilians who absolutely don't want to be told what to do even if its something to the effect of "you need to evacuate because you are directly in the path of the F5 Tornado" because the idea of anyone from the government telling them to do something challenges their pride or whatever. This nation specifically and the world in general doesn't have much hope because it's all incompetence. From the highest echelons of government all the way down to the civilian level. People just don't know how to handle extraordinary circumstances if they've never faced them before.

You aren't far off that's for sure. I don't know if we are ever going to get one big event that we can pin the blame on or if it'll just be the thing that finally tips us over the edge. But I think it's more than likely going to be a continuous series of low level disasters that start increasing in frequency beyond what manpower and money can be spared to fix them. It's not just that there is one problem that we are ignoring it's that there are multiple problems being ignored that all sort of feed into one another.

To use a metaphor when you think about the 4 horsemen of the apocalypse. War, Famine, Plague, and Death. You only really need one of those things to be happening at any given time before the others follow. War creates famine and disease and death. Famine causes war as people fight over scarce resources. Death creates power vacuums leading to war and unsanitary conditions leading to plague. Etc. All the problems of the world overlap.
