He's not even supposed to be the SECOND-highest power, but money and political partisanship have done away with the people. He's supposed to be a tertiary power equal to both other primary branches. He's not supposed to interpret the law. It is UNCONSTITUTIONAL for him to do so, ESPECIALLY where SCOTUS has interpreted the law any way else.
