Why does the Mexican Navy have guys in the sails?
Its related to the whole larping thing, irl old time sailors would draw sails with one man, and only in case of bad weather. If there no heavy winds you can do so by just untying them from the deck. (Pulling on a rope that undoes all the knots) But its a larping ship so they dress up and maybe even sing some sea shanty.

Now you are asking the real questions. They probably did, since if the ship has no clearance its not allowed to sail unless with a tugboat to keep it away from the bridge.
Imho the tugboat fucked up, on the video you can see that the mexican boat is moving way too fast, probably they were off curse and the thugboat approached it like it would approach a regular monster container ship, you can get behind those and tap them to change heading, but on a sail boat, the mass is much smaller, just by approaching it so aggressively it pulled it ahead. The thugboat pilot freaked out and hit the gas making the whole thing worse.
