The same problems with phones existed but schools were actually allowed to discipline the kids by taking their phones away despite how much their parents would kiss and moan. Schools can’t hold back the students who fail because of policies put in place with No Child Left behind because failing would mean less funding. This is how you get cities like Baltimore where 90% of the high school graduating class can’t fucking read, and Maryland has some of the best public schools in the country.
