Tipping needs to be better defined. If there is no "extra" service involved then a tip should not even be a consideration. Any kind of takeout or ordering off a menu at a self service restaurant should not have a tip associated with it since you are directly paying for the thing and the basic act of receiving it is not a justification for tipping. Extra service is bringing your food to your table, refilling drinks, cleanup, delivery, etc.

Haircuts are the type of thing where tipping should be completely optional. You already paid for the haircut which includes the service itself. Tipping in this context is simply for doing an "exceptional" job and only in the realm of a few bucks, not a percentage. Typically appliance delivery is unnecessary provided you specifically paid to have it delivered because there is no "extra" service involved. If a store had a "free" delivery then you can tip them as the delivery is an extra service at that point.

Tips should not replace fees. Wherever possible things should be plainly defined. For food delivery there should be a static service fee for the upkeep of the app etc., a gas/maintenance fee calculated by the distance, and a hourly rate calculated by the estimated delivery time. An actual tip for delivery should be completely optional and in the realm of a few bucks (similar to a haircut) if fees are properly defined and calculated upfront.
