Tariffs are paid by the importer, not any foreign exporter like China.
For example if you order something online from another country, when the delivery guy or postman shows up at your door he may see customs/duties on the receipt and you have to pay that if you want to receive the package. If instead of a guy ordering something online, you're a business ordering (importing) a bunch of things at once, you'll pay the tariffs on all those things either through some sort of account or otherwise directly to the border services agency.
