The cities were small and there was no radiant AI. The world was mostly mountains, the forests were small and shitty. Crafting was a totally pointless feature.
Even the most insignificant side quests in Oblivion were better than the most important Skyrim quests.

I also hate level scaling.
Fantasy games, are a power fantasy and I want to feel strong. If a game has level scaling I almost always end up feeling less powerful the further along I get. There is never a satisfying moment when I've outleveled an area and I can easily dispatch the minor enemies. Even the little girbil on the side of the road has to be a level 99 girbil of soul devouring that one shots my companions while I run away. It's not that fun. Let me outlevel areas. I would prefer if the world had a mix of high and low level encounters with viable mechanics for escaping and surviving dangerously strong enemies. It's also more immersive if creatures have consistent power. The rabbit you kill in the starter area should never level scale to where it's strong as a dragon. That's stupid. It breaks my immersion when my chosen hero with endgame gear is getting no-souled by trash mobs.

I was really hoping to get a game set in Valenwood but they of course picked Hammerfel because they want to make a game full of black people doing black people stuff. So already I have zero interest in playing the Elder Scrolls 6. I'm just going to skip it. I'm more excited for a new Cyberpunk.

Kinda sad I never played Morrowind as a teen. Oblivion was fun even though the story and quests mostly stunk. Skyrim was just stupid, no clue what happened there. Morrowind should be great but every time I play it I fall asleep.

I'm coming to this thread minutes after closing my current Oblivion playthrough. I've never modded it out, but the level scaling system in Oblivion is the worst part of the game. Leveled lists can be good, because they introduce stronger enemies to maintain a challenge as your stats progress. But, Oblivion does it wrong in two critical ways. First, level scaling introduces too many strong enemies without maintaining weaker ones, robbing players of a sense of progression. And second, it ruins immersion by equipping mere bandits with end-game armor they should never be able to procure.

max difficulty playthrough
This is a different animal than a vanilla playthrough. A character built for bow should have no problem hopping in the arena at level 2 or 3 with a single iron bow in a regular game (meaning normal difficulty). The opponents at pit dog level are not very strong.
