The "cardinal" requirement is not really there like some sort of hard requirement.(The main ones being: being a catholic & being under 80).
Just like any US citizen can become the president, assuming they respect the conditions (born there and over 40); But being a cardinal is akin (in a way) to being registered with a party. Mostly a "bureaucratic" thing. Of course it will not happen, the church would need a council in order to reverse some of the bureaucracy.

The only requirements are 1. Male and 2. Catholic. And presumably he (or anyone else) could be Confirmed (and ordained/consecrated) before being elevated.
