yes a documentary on Swebtv.se I watched mentioned that the covering site was a few km away from the wreck. They hypothesised that the reason the bow was opened was to drive the trucks with nuked off the ship before sinking it through not obvious why it was done. And that the place where the trucks covering the material was what they actually covered with pebbles/cement.

In regards to this situation in general, I'm suspecting that they intended to pull the 2013/2014 governmental change in Ukraine as early as possible after the USSR fell. Russians couldn't do shit about it back then, since they can barely do something about it now. But had the Ukrainians been able to crack the launch codes back around 1995, it would've been a sure shot at having a nuclear-armed client state right at the border for NATO and without any chance at counteracting it. That would be it, Russia would be pretty much over back then and UK and US could freely focus on middle east and Asia. That would make the Budapest Memorandum the first real big strategic loss for NATO or other western interests, essentially leading to where we are now.
