Not entirely. GDP growth is a function of industry. Industrial output is the only way to increase GDP, but you need people to work for industry to work. If your country doesn't grow, mine, manufacture, or ship anything, your GDP goes down eventually unless you somehow manage to supplant the drain on your wealth with tourism a la Iceland or Greece.

If no one wants to visit your country and bring their wealth with them, and you don't sell anything to the outside world, your GDP will go down. That's why tariffs should be massive for everyone and all industry should be localized within countries. It would hurt the bottom lines of the money lenders but would greatly benefit politicians and the populace.
