Well, the problem with that is the banks wouldn't know how to value the property unless it's built exactly the same way as every house in every other part of the country, and that would make it slightly riskier and more complicated to lend on those houses, so they'd rather everything just get built with sticks and drywall the way the Mexicans know how to do it.

It would also make problems for the insurance companies who wouldn't know how to insure that (what premiums to charge/losses to expect) and the local governments who would have to know their own completely different version of municipal infrastructure...I mean sure, it'd be good for the people living there to just live in a house that's suited to the environment it's in, but it would make things too particular to that specific area.
