The nuclear sites in my OP are located around America's biggest military bases so those are the primary nuclear targets. I am sorry but this is a fairly basic fact of information for anyone who has studied how nuclear war is expected to play out. On even a cursory level.

Cities are full of innocent normal people and, whilst they certainly are potential targets, they're far lower priority targets than the military ones. Or ones that could potentially be returning fire.

Theyre still relatively high up on the list though since theyre the only 2 sub pens capable of servicing those subs.

The reason behind this is because they don't need to be super high yield like Tsar Bomba because they are more accurate. They had to be high yield back then because the US and Russia weren't sure that their missiles would accurately hit the target so they made them bigger in the case of them landing a couple miles from the coordinates. Nuclear fusion inside the weapon has become more efficient as well. Fallout is a consequence of material ejected from the explosion before it had a chance to undergo fission.
