Costco is not a grocery store, its a wholesale shop. Its basically just a warehouse that also happens to sell stuff in bulk directly to end users. Factories and industrial bakeries also tend to have their own shops that sell produce directly to locals and the prices are often much cheaper because the logistics chain is much shorter than a grocery store.
