My guess is that it's an apartment building that was plumbed for community water, probably because it was government housing. When the apartments were privatized, they needed to add water meters for each apartment and this was their solution. The plumbers probably were accustomed to going small residential jobs so they planned things out poorly. Might even had multiple crews, each doing things their own way, which eventually lead to a mess when it all had to come together.
