The final landing sequence the riskiest part, an order of magnitude of more things can go wrong compared to most other parts of the mission. The LEM had to be manually piloted during landing site selection and touchdown, and there wasn't much reserve fuel for mucking around if the initial spot is unsuitable.

You can imagine a situation they have to hover around to find another spot, and under the pressure and depleting fuel, the landing isn't perfect (maybe a little too much horizontal velocity) and a landing leg gets damaged, and as a result there's a problem with launching the ascent stage.

anyways they had a dragon docked with the iss the entire time in case of emergency. they could have brought them back anytime. but then there would be only one astronaut on the station for a while and they were too cheap to send an extra couple astronauts up early to take their place

there was some innovation there though. the challenge was to make the smallest and most accurate lander possible. with a far far more accurate landing then anything before. they nailed it except at the last moment when the leg broke and it tipped over. accurate landing though, landed it right where they wanted to instead of settling with a very wide landing area like before

To understand why that wasn't an option you have to understand what the ISS exists for in the first place. It exists as a persistent test site for zero-g experiments. The whole point was to create a place that could be reached relatively easily (in space terms) that was a zero-g environment. The thing is if you wanted natural zero-g without having to worry about drifting into the immediate sphere of influence of a large body you'd have to go out to a lagrange point or way the fuck out away from anything and neither of those options are economical. The solution they went for is getting zero-g through a stable orbit because sitting stationary at the same altitude the ISS orbits at you'd still be feeling a majority of the gravity you feel at the surface and fall straight down. The issue is a stable orbit means moving over the surface of the planet at almost 5 miles/s. Ignoring the complexity of executing orbital maneuvers for the sake of this explanation, if you wanted to get back to the surface you'd have to bleed off that 5 mile/s (~18,000mph) velocity down to zero somehow. Parachutes won't do the job and the plasma interactions with the upper layers of atmosphere as you make your way in would obliterate you without elaborate heat shielding. A capsule of some sort is basically the bare minimum equipment required to make a return from orbit without ending up burned to ash and sprinkled across the jetstream. That's why they had to shift schedules around, bump some people from some missions and wait for a functional capsule to make the return.

You'll fall towards the earth, get ballistically captured by the atmosphere and keep falling.

If you bled off all your speed first and fell straight down you wouldn't be hitting the atmosphere at 7.8 km/s orbital velocity, probably only like 2km/s from freefalling.

Would you even generate plasma at that speed? Parachutes only need to open close to the surface where terminal velocity low, they're designed to handle that.

You'd still be cooked without heatshielding though.
