Russia has a sovereign wealth fund aka giant savings account and they would dip into that if things were really dicey (they're not).

The thing about oil prices is that Russia has somewhat low production costs - only the Saudis really beat them there. As such it's much worse for say the United States to have low oil prices than it is for Russia. our production becomes unprofitable around the current prices ($60/barrel) whereas russia's break even point is like $25.
