It took an act of congress to grant those children citizenship, no such act was created to grant non-American Indians that right. And all that time, Indians committing crimes against US citizens, especially when not on reservation land, could be prosecuted in federal courts. So they were in a sense subject to the jurisdiction, but only in part, and not given citizenship. The 14th should be restored to the original interpretation. Probably 100 million invaders should lose their citizenship.
