This. Went to an American engineering school. 99% of the foreign students were cheating their asses off. The TAs were all foreign and would leak the exams to the students the night before.

The profs caught on and sowed a fake exam through the leaker to let it matriculate. Then they switched it on exam day. The questions were similar but not exactly the same, and it was hilarious to watch them all fail the exam because I actually studied and got a high score on it.

The Saudi students fell for it a second time, and the petroleum engineering program was going to fail them all for it and have them expelled for academic dishonesty. The dean interfered because Aramco threatened to cut off funding.

In 2005 when I was in university we had very few foreign students, but most were Chinese and known to cheat. In one of my elective classes there was a guy sitting beside me during an exam, an Asian girl sitting next to him, and an Asian in the row in front of her. They kept passing answers to each other in small slips of paper. Then the white guy snatched the paper out of one of their hands as they were handing it off, ripped it in front of them and casually said “not in my country”.

I went to big state school and everybody was cheating. Not just international students but frats too. Part of the problem is professors are so lazy they run the same test questions every year. It killed the curve in every competitive major and forced me into a liberal arts degree.
I had one class where 98% of the class got caught because they all shared a file. It was a Microsoft office class so the professor saw everything came from one master file. Since so many people got caught they didn’t expel anybody, just had them take a 0 on that assignment and say sorry or some bullshit.
I think the answer is just not to go to college cuz at the end of the day they know it’s happening and are letting it. It’s all a business and degrees are plummeting in value.

If the exam was one of these regular exams they use every year and maybe change a few things around, the professors aren't grading them. They have graduate staff that grades them, who are often in on the whole exam passing situation. Many times they are foreigners. The professors are obligated to present the student with material to study that will be on exams unless they specifically say "anything in (such, and such) will be on the exam". If this didn't happen, you can probably go to the dean and get your money back for the class and drop the class for no penalty to your degree.

I completed an engineering program at a local college. The professors knew the answers were online but they didn't care, because they worked for the same company the students were onboarded by. The students were already working those jobs, contingent upon completing the degree, so the professors didn't want to fail them. Funny thing was there were a handful of old boomer professors that didn't work for that company, and you'd see cheaters get absolutely filtered and have to retake the class with another professor after the first exam. Meanwhile the students who didn't cheat had no problems at all.

Worst example I remember though was when I showed up early on the first day of class. The professor asked me to set up a demo for the lab, which I did in a couple minutes. Then he asked me if I wanted to take my midterm. I finish the test in a backroom while he gives the demo. Looks over it real quick, gives me a 98% then I see him write a note that I got a 96% on the final (which I never took - this was still the first day), averages it out to 97% and gives me an A. Have to wonder how many other times he just made up test scores, and if he even graded the midterm.

This goes double for foreign students from India, China, etc. Only a very small minority of students actually view college as a place where you go to learn new ideas and information. It only makes sense that most people will cheat if the content of the course is secondary to getting the certificate. I fail a dozen students every semester for cheating and I'm sure there are plenty that I don't catch. At this point, the average person who actually reads 5 books a year or so is better educated than your average college student.
