It's an FPV-drone on a carbon-fiber frame, with 4 brushless motors powering it.
The blades are 5-inch titanium blades that pop up only when the drone's set in a predetermined spin motion due to centrifugal force.
If done just right it'd slice through anti-drone netting and necks while still being light enough (~450-500g).

Seems like it could work but I feel like the greater versatility of drones that go boom (which itself can destroy nets) makes it a hard sell. Might as well make one thing that will work at least kind of effectively in all situations than specializing to the point that you have perfectly competent drone operators flying around all damn day hoping to find a net they can cut.
