no police training tells police that he shouldve fired earlier, when he was grabbing/assembling his rifle. the issue was that he didnt follow his training and hesitated for too long. another lesson was that this cop escalated the situation, when he clearly shouldnt of. but a a result of his escalation, it led this vet to try and kill him, and so the cop shouldve shot once it was clear he was grabbing his rifle, not giving the vet the opportunity to kill the cop.
